Some TW games, I've lost track of which tbh, do have LotR mods.
Can't think of any others offhand/before more coffee lol... though I do share a lot of the same genre with sci-fi settings, which weren't asked for.
One more before I go... fantasy and HoMM adjacent... Might&Magic: Clash of Heroes. Deceptively simple gameplay but worth not overlooking especially for being short session friendly. I've been playing this one on and off ever since the og on the Nintendo DS.
For recommendations I can say the Age of Wonders franchise. It's over 20 years old but it's still going strong. The first one is an absolute classic, but if that's too old for you then the newest one (4) is playable enough.
