For Vampire Count it is 8 turns if i recall correct..
But some factions like Templehoff are not confedable, you can subjugate(force vasal) but not confed them..
It is easy to check.. If you have the confed option in diplomacy they are confedable..
As mentioned above, high relation are needed, but most importently it is a matter of weakness..
Meaning they will not confed with you, if you are allies, because then you will protect them, and your strength are part of thiers..
How much stronger are you then them, how many are they in war with, and most importenly how weak are thier army at this turn.. Have they just lost thier armies then they are very weak and whant you confed with you, hell they even pay you for it..
next turn they have recruited new units and are less likely to whant to.. ect. ect.
Wood Elves get confederation from events, so I don't think they need to worry about the wait time (but not 100% sure). There are other event based confederation (e.g. Rakarth) but I believe they do trigger the wait timer.
Brets get confederation via tech, now sure if they need to wait as I've only played one campaign with them a long time ago.
Empire confed via their Elector Counts system which bypasses the wait time.
Vampire Coast and Tomb Kings cannot confederate, they just don't have the option to do it.
