DLC content is already in the game regardless of if you have the DLC or not you only need to buy it if you want to play as it.
But get warhammer 1. That is the best "DLC". It will give you access to 5 races more, and you get the mortal empire campaign which imo is superior to the main warhammer 2 campaign.
so basiacly play warhammer 2. If you like it and want to get more then start with warhammer 1. That should keep you entertained for a while.
Then you pick whatever you want.
I will suggest tomb kings.
Go for Orcs, best way to learn the game when you have a thick wall of orcs holding the enemy while you work your head around flanking and sniping and casting spells

All unlock new units, legendary lords and campaigns.
In general I recommend most of the DLCs except for the beastmen and chaos DLC.

If you're going to play skaven, each DLC involving skaven adds a new faction with a unique play style. You can play techy, sneaky, genetic mixing-ly, etc...and each faction starts in a different area, so it means change of scenery and enemies.
For the new player, the newest DLC is the one I'd buy last...as Hellpit (their capital) is unfortunately placed in an area that wil make them the second faction to fight with Chaos. Eshin DLC favors people who play the long game, as once you've become invaluable to the other skaven clans via espinage, you'll be not only brutal not only for your leaders, but you'll have special missions that can do ridiculous damage to other factions. The sneaky guy up by the Dark Elves is also a hard sell, as Malekith is always one of the great powers of the game and you're going to have issues with him. Ikrit is a popular choice, as weapon teams and nukes...what's not to like? You're very centrally located so at least you won't have to worry about chaos as much as some other factions, but you have to figure out your game plan as you have so many choices.
My suggestion? Just play Clan Mors once or twice (before all the holiday sales end) if you're not 100% sure. I think Mors is a good place to start because most battles will be on open ground, so you can see all your units and can learn what to expect with them...as opposed to the Plague rat faction, which as it is in heavy jungle you'll have a harder time figuring out the battle lines and keeping track of stuff.
