Barak Varr Keep refusing confederation

As title says, at about turn 70 now in a MP game, got quite a few, Crushed Grimgorr, all the other orcs, but they keep refusing confederation, to the point i'm considering outright conquering them. They're blocking me getting trade treaties with a log of people since my capitol isn't connected to my ports now, And Ironrock is currently held by Wheel-Rat, who's on my Tharging list after dealing with a bunch of other factions who keep declaring war on me.

Is there some special condition i'm not meeting? their opinion of me is +150 and confederation is still red, in prior games they confederated quite easy, but now they're stubbornly refusing.

if they don't feel threatened (if you've made the area safe) they are unlikely to give up their independence without a hefty gift

Drag them into wars and break defensive alliance with them. check each turn after that.

Ironically they keep dragging me into wars, And i keep smashing everyone. So maybe i should leave them to their new war with the border princes.

That means you have defensive or military alliance. Thats a huuuuuge penalty to possible confederation. WHy would he confederate with you if he feels safe now?

It is.

But them having virtually no enemies doesn't entice them to feel yay for confederation. Confederating is basically the AI's attempt at staying alive.
