As far as I knew Warhammer II was completely Independant of Warhammer 1
Read the store page for mortal empires you need WH1 to play it since it brings Warhammer 1 content into warhammer 2.
The warhammer 2 campaign is the war for the vortex and yes it is completly independant from WH1 but Mortal Empires isn't.
My best guess is to just delete all the folders related to the game (appdata/registry/steam) but there is probably a more elegant way.
And to doublecheck, do you own Warhammer 1? You need to own both games to play ME.
And check the Steam store and try to download/play it from the store page.
It is independant , it's its own game.
WH2 = Vortex. WH1 = Old World.
When you buy WH2, you got what you paid for, which is Vortex Campaign.
Mortal Empire is just the cherry on top of the cake : it's NOT mandatory and definatly NOT the TWWH2 game (it's "just" an FLC)
I'm not sure you bought WH1 but since you said you got all DLC for both game, I assume you did (as if I recall correclty, Steam won't let u buy DLC if u don't own the corresponding game).
Just to be sure, download WH1 once, try to start ME on WH2 then uninstall WH1.
Log out of steam and close it
Go to Steam\steamapps\common\Total War WARHAMMER II
delete the "Launcher" folder
delete warhammer2.exe
Go to AppData\Roaming\The Creative Assembly and delete the Creative Assembly folder entirely (or just Launcher and Warhammer 1/2 if you have more than that in there)
Right click on steam icon on desktop -> Start as administrator
(or, go to compat tab after right clicking and set "start as admin...")
Now verify files in steam, it should redownload ~500mb and all relevant files should now actually have properly assigned rights. This is how I fixed the identical issue when I had reinstalled Win10, wondering why nothing worked. Turns out if you don't have steam in admin mode but you have UAC on tons of things can go very wrong.
You dont need WH1 installed. You do need to own it.

Owning WH1 is enough
I'd advice installing game 1 and checking if that makes it work, then uninstalling game 1 again (If it works it should then function properly even after uninstalling game 1).
So i would know then does crossplay work like i got total war warhammer 1 on epic games and warhammer 2 on steam
I then got the message that it couldn't be found. The DLC was now appearing in the DLC content page of the game.
I did all this while 2 was uninstalled and 1 was installed.
I also first did the advice pinned at the top of this tread.
