Report a translation problem
The problem is that long time TW fans keep Empire and Napolean in the back of their minds. 18th century gun lines are devisive; people either like them or hate them.
WW1 could be done, but CA would have to implement trench warfare mechanics and/or possibly a cover system on the battle maps. Basically, a bigger, more grandiose CoH/DoW.
A CoH or DoW 'writ large', with TW's strategic later, would be amazing.
I would also prefer the campain map to be like the Galactic Conquest mode from Empire at War.
CA COULD do it, but, CA has a hard time balancing ranged units so they would need a few months of closed beta to get everything working the way they intended instead of some cheap imperial guards being doom stack material. They already have a suitable city manager that, with some UI tweaks, could be used for their new planet manager. Melee combat would just be TWW2's with new units and higher gravity so units don't fly as far when hit by most heavy units and common generals (demons, melee battle suits and primarchs should still through people around). The campaign map would be a breeze after they figure out how many planets to add, they can't do stellaris sized galaxies anymore because each major and most minor cities/planets would need a unique custom map made because they scraped the Medieval 2/Rome 1 map generator a long time ago and besides that random map generators would have a hard time with plants due to how many conditions would need to be added, they might be able to build a new generator but it would give them no end of bugs to fix in the future. As for naval... yeah CA should just use the Medieval 2 naval auto resolve function or out source the naval combat to the modding community, give them some tools and let them go all out, because CA and this style naval would either be super basic and let down the players or spend months working on porting over and re-skinning Shogun 2's combat system so that MAYBE we could do basic boarding and so fun ranged combat, it is do able I mean hell people were able to create space naval combat for Medieval 2 and I was even able to make a buggy TWW2 naval system for Med 2 where you fight a land battle and if we can and have done it, CA can too, it just depends on how many crashes and errors pop up in the dev process, too many and they'll gut the naval combat and use Med 2 or TWW2 and if too few bugs show up then we'll find them and yell at them and make them shy away from naval battles again like what happened when Rome 2 released.
It's possible and most of the tools they would need have already been built, but CA would need to plan ahead for the campaign map and naval side of things so they don't lose money trying to fix broken mechanics or take too much time working on maps. Hopefully we will see something like this in the future, be it from CA or from an entirely new company.
And yes having an updated loose formation system with a few different formations the unit can take would be great, there are a few mods in the work shop that add these kinds of unit formations and they work great.
