Also, weird, Usually the only thing you need is to have both games in your library and download mortal empires from the store page, try restarting your Steam client that usually fixes that issue, or verify integrety of game cache. If it's still persisting I'd recommend visiting the support forums.
No - I've verified the game files and restarted etc. I'm currently playing as the Tomb Kings, but when I pan the camera out and look at the whole map - half of the world is grayed out. I've got an army standing right next to THE BIG GRAY WALL, and I can't move into it either.
I thought when you bought both of the games, you had access to the entire world map?
You can choose between the "Vortex" campaign that came with Warhammer 2 and only includes the "New World", in which you follow the Vortex storyline for each faction.
Or you play "Mortal Empires" which is a giant sandbox map combined from Warhammer 1+2 with all the factions from both games.
