there are mods to lift said restrictions though (simply type in "vortex" into the searchbar when you are in the workshop on steam for this game).
And, before you get disappointed, Mortal Empires is not an free DLC. You need Warhammer Total War 1 in order to download the DLC. But the DLC itself is free, it was made that way so people who already owned the first game dont have to pay for the same thing again.
The DLCs aren't shared, so if someone only has the base games, they can only play the base content and other free DLCs.
In Mortal Empires (the combined map unlocked by having both games) you can play with any combination of factions. But in Vortex (the base WH2 campaign) what is able to be played together is more limited.
