does this mean you have to hold mouse wheel to move right?
Consequently I tend to use Q & E keys to rotate the camera. But I suppose you could temporarily disable your second monitor in Windows settings if that's the problem.
If you're using a trackpad on a laptop, open its driver/client app and check for all "edge"-based functions. Or disable the trackpad entirely and restart the game. If this works, submit a bug report to the laptop/trackpad manufacturer.
Settings > Display > Multiple Displays > "Show only on 2"
(assuming Monitor 2 is your main)
