If you want to have access to literally everything then you need literally everything, except the Blood DLC.
On the other hand, which DLC to get asks the question "what for"
If it's for MP, you definitely need ikit claw to push skaven to their true potential. Nothing else really is needed.
On the other hand, what I enjoyed the most are :
The hunter and the beast => I like what it brings to the empire and I like the faction a lot. It brings the worst campaign for LM but they literally have 0 good campaign anyway, so it really is all about the empire. You get a huge dino, so why not if you like that.
Throt vs the WE => I never liked WE, have terrible campaigns which are besides as easy as they are cheap, but Throt might have the coolest skaven campaign, at least for me. Cool units brought to skaven as well, especially the rat-doges.
Tomb Kings => this is controversial because they play like none others. The faction is very well design but their campaign may not suit everybody. Very nice for MP (full additional race) and 2 out of 4 cool campaigns if you like slow but snowballish campaigns.
The warden and the paunch => brings really great stuff to GS and a cool lord as well. On the other hand, not bad either for HE, the lord and campaign are both decent.
I didn't find much in any other DLC but of course it's a matter of taste.
for MP, the Vampire Coast may be quite interesting. For SP, they have super cheap campaigns, and that I feel is generous.
As for actual DLCs, if you don't have the first Total War: Warhammer, make that your first purchase. It unlocks 4 races and you can play a map that combines the maps of games 1 and 2 called 'Mortal Empires'. I would also recommend the race packs of Vampire Coast and Tomb Kings. Other than that, figure out which race's style of play you like and then look at getting their lord packs.
That's how I have those 4 races yes... I have some other DLCs too I think. And the DLCs are salty AF. 😭I was looking at the Egyptian looking one but it's so expensive.

As for if they are expensive or not its up to personal opinion. personally I think they are great addition and worth every cent. developers are doing really great job by adding stuff.
If they are too expensive for You try waiting for a sale or use keyshops
If you post which factions you enjoy the most then people can leave you a list of which DLC will bring your the best new toys to play with.
How do I know which factions I want to play if I have never played them? I can buy all races from all DCLs... But knowing which one I want to play will be the result of spending time with them?
What playstyle do you like? In Battle and on Campaign map. Answer however you know, you don't have to be accurate. In order for us to suggest something, we need data.
