What's with the border prince factions?

Not a big lore fan of the TW series but how come you can't Confederate them as the empire? They are human just like the empire and use the same units. Are they a rebel or independant human faction like Marienburg and Kislev or something? is that why you cant conferate and why they arent part of the elector counts?

They're a separate unimplemented faction. The Empire units are just placeholders like with Kislev.

That is correct. They are an independent faction and not part of the Empire. In addition to those you mentioned, Tilea and Estalia also use Empire units but are not part of the Empire. There's also Sudenburg, which lorewise is an Imperial colony, but I'm not sure whether you can confederate them as the Empire.

Border Princes are the Balkans; they are not part of the Germanic, Austro-Hungarian Empire.
