Edit found answers for VC with your help and some expriments and google

+1 recruitment slots from buildings = indeed factionwide no matter what
So you fnish a bulding that says + 1 slot you will always get +1 capacity everywhere
no matter any other conditions

+1 to recruitment level from buildings = only applies to full provinces but it applies to all provinces in a faction.

This is what mainly caused the levels all over the place.
Since the +1 only applies when the building is inside a complete province

And only a recruitment from a province can get all the bonuses from +1 buildings that are in provinces.


So here for example if you have 3 Scoured Iron Mine each in a full province they give +3 to rank
but if you want to recruit hero from a settlement that is not a full province they give +0
to that location.

if you have 3 Scoured Iron Mine but 1 is in a settelent that is not part of a province
and you want to recruit from a full settlement you get +2 instead of +3

thats what caused the confusion with levels all over place

ok, so.

If the effect says (factionwide), then it increases recruitment levels wherever you do it. and they stack. To my knowledge, all tech researches and faction unique mechanics say (factionwide)

If the effect does NOT say (factionwide), and is on a building: it applies in the region that the building is built in (so the grouping of multiple provinces with one capitol). These stack.

if the effect does NOT say (factionwide), and is on a Lord or Hero, it applies to recruiting that the lord or hero is currently sitting in. These can be unlocked skills, on Items, or on Followers. These stack, though each lord or hero can only equip one of any given follower.



... you probably just lost track of how many bonuses you're getting. There are a lot of different sources, all of which stack. Buildings, Skills, Equipment, Techs, factionwide mechanics (like Blood Kisses), your faction mechanics from which Lord you started as...

also, some Lord and Hero skills apply even if the lord/hero has been dismissed back to your recruitment pool... for some reason. Notable among those is Tomb King canopic jar per turn production (it's really abusable). Recruit level bonuses might be like this too, that's something to be checked.

Take a look at the growth building, which is what's giving you all those necromancer levels. You'll see the difference in the label on that vs one of the other buildings giving +hero levels.

Lord skills might increase global recruitment levels as well, or just local.
Find a province with no lord, and first level hero recruitment building, identify hero level recruitment.
Then another with a lord and check.
research can also help for many races.

since i have Banshee 5 when Buildings only give +3 and should be level 4
and Vampire +7 when building gives +4 and should be level 5

So seems maximum number of heroe category depends on the
+3 and +4 buildings and while the +3 and +4 rank only work locally
the amount of heroes you can have is increased +1 per such building factionwide !

The +1 ranks of buildings to heroes work factionwide but only when its in a fully captured province.

LOL kinda wired system.

So that means maximum rank of new recruited heroes for vampires

Banshee 5 ( +3 and some +1 bonus from somwhere)
Vampire 7 ( +4 and +1 from somewhere and +1 from isabella)
Wight King +X depending on the amount of iron mines and fully captured provinces (which is kinda hard to get many iron mines)
Necromancer + X depending on growth building which can be easily get in every province.

have you researched any technologies that give +2 hero levels? most factions have them somewhere in their tech tree

Since vampires are 7 and isabella gives +1
So base rank = 1
+ 4 from vampire crypt = 5
+1 from Isabella = 6

but they are level 7 so i must have +1 from somewhere
Same as banshee that are 5 despite only +3 from building which would make them level 4

I have managed to get my Wight Kings up to recruitment level 12 without building new +1 buildings
but by getting some provinces.

So it seems indeed to be the case that +1 recuritment rank is for all provinces
as long as the +1 building is in a province and the recuritment attempt is in a province.

either of these for me.

+1 recruitment slots

And all 3 of these work different.

thx looked at the tech tree of VC again.

Hexensnacht Sacrifices givest +2 for Wight Kings rank
Blasphemous Disciples givest + 2 for Vampires and Necros.

isabella does not have +1 to vampires
she instead has Vampire Hero capacity: +3 as starting trait.

So yeha finally i got the picture together.

I mean it would have been so easy if when you hover over the level of a potential hero
before you recruit him a tooltip just shows the different parts of the level.
