Can Tyrion recruit The Sisters of Avelorn ?

High Elves DLCs
such as Total War: WARHAMMER II -
'The Queen & The Crone' and 'The Warden & The Paunch' .
Or sooner to call them the DLCs which includes
High Elves and units .
The question is - I want to play campaign on Tyrion because of his Diplomacy and some Units Upkeep bonuses , but I am in the beginning of that campaign yet perhaps it woud be better to restart the campaign and buy those DLCs to get access to new units if they are available to Tyrion to recruit specially - The Sisters of Avelorn , less important- The Lion Chariots of Chrace ?
Smaller question - would not those DLCs make the enemies of HE like Dark Elves and Greenskins too Overpowered ?

Yes, Tyrion can recruit the DLC units, except for a handful of unique units that Eltharion gets and dryads (only Allarielle can), but you don't need to restart.
For the AI it doesn't matter since they always have access to the DLC content.

I have two more questions or doubts , rather insignificant to start a whole new discussion because of them .
The Sisters of twilight 'Heralds of Ariel' faction of WE from 'Twisted and Twilight' DLC - to play them in 'Warhammer II's 'Mortal Empires' campaign do I have to purchase 'Wood Elves' DLC in 'Warhammer I' ?
( probably have to , but just need to be clear about it) .
Another question is do we need 'Warhammer I' installed when playing Mortal Empires campaigns ?
I think it can be uninstalled but also just to be sure .

You don't need to buy the original Wood Elf DLC, but you won't be able to play with the 3 legendary lords unlocked by the original one, only with the Sisters.
You don't need WH1 installed.
