Its not like you can build two tier 4 Ushabti buildings in a capital or something after all.
Well for me I'm one of those weirdos who really enjoys making builds around themes and characterisation and whatnot and Bone Giants are really one of the most impressive looking units in the game and I give them all names like Murr'ay.
In terms of gameplay, as zacharyb said they do have the better LOS but I've always found them to be a hardier unit. The ushabti do have mobility but I find that once they're either out of ammo or caught in combat they're essentially boned (dawwwhawhawhaw).
The Giant fits the hybrid role much more efficiently as it's effective essentially no matter what you're doing. I don't remember off the top of my head but aren't his shots magical too, meaning you can break through ghosts and phys resistant units much quicker with him. I could be wrong on that though, it's been a while.
Ultimately, I don't ever make it a choice anyway, I almost always get both.

Dunno if it's an SFO change, but my Ushabti Great Bows actually wrecked a tower *without me even intending to or being aware they could* as I sieged an enemy and the Ushabti just fired away at the enemy on the walls.
