Only one regiment of renown for Karl Franz?

Anyone know why I would only have one regiment of renown listed on turn 51? There were three (which also seemed low) when I started the campaign. Now down to one and I've not hired/claimed any of them. Am I doing something dumb?

Then you don't have regiments.
You need that DLC or the hunter DLC to have some regiments

you need extra 20 bucks to complete the empire roster.
