And yes, they go on sale almost every other month.
As for reason - I'd assume enough people still buy at full price that they feel it's worth it to keep it like that.
Weirder is the fact that its Steam discount only goes to 66% off unlike WH1 which has gone to 75% since WH2 came out.
Note that you don't need all 3 games to play the combined campaign in WH3 anymore. You can access it with just WH3 but you won't have access to the base content from WH1 and 2.
You need Wh1 and 2 if you want to play the combined map in WH2 though.
You can also track it here, because whenever there's a steam sale other stores also usually have sales and they'll do slightly better prices than Steam.

That's my go-to site and the first place I looked to see if there was anything less than $60 out there. :) I'm thinking I might pick up Three Kingdoms instead while it's on sale.
EDIT: I'm taking a look at that site, but I don't see anything that contains all 3 base games.
Not expecting that for 3. They'll have a big discount sale on 3 once their next big game release date starts to approach.
Warhammer 3 reached a new all time low of 50% off on Black Friday and Christmas week recently. Might be a while before it goes lower than that.
It makes no sense to me. The European trilogy is ~$25US, but the global trilogy is $100 more.
Don't know if it's really European only though.

It's ~50% off right now, which is why the price is so low. But the site has this notice:
'IMPORTANT: This product is for EUROPE REGION (including the UK).
You must activate it using a European / UK IP Address.'
There's another edition for areas outside Europe, but it's much more.
Note that that store isn't an official authorised seller though.
Still, even the global key (while actually above the normal retail price) is cheaper than buying separately which is its point.
Alternatively, wait a few weeks (it'll be on sale during the Steam Spring sale at the latest) and you can buy them from authorised sellers for more or less the same price (but at least you'll be sure it's legit). And you even have the option of not buying all of them in case you're not interested in the respective races immediately.
until that is added it is an unfinished game.
if they added the whole map, bugfixed everything and those 2 mentioned it would be worth double or higher the current pricetag.
