Reason being, that you just dont know which races you will enjoy and when you have played some of them, you might want to add upon them with more units and lords.
On the other hand, this game is great and DLC on sale is a good buy.
As all DLC should be.
the lord packs, for example queen and the crone gives high elves access to one of their hardest hitting units, sisters of averlorn or the prophet and the warlock which grants skaven ratteling gunners.
Prophet and the Warlock - half the DLC is hailed as the best thing ever (the rats), the other half is very underwhelming and requires multiple mods to fix (the lizards).
King and Warlord (dwarfs & greenskins), Grim and Grave (empire & vampire counts), Queen and the Crone (high & dark elves), Hunter and the Beast (empire & lizards), Shadow and the Blade (dark elves & skaven) - adds lords, heroes and units to two factions specifically, only purchase if you plan on playing those factions as they do add some very critical units.
Blood for the Blood God - egregiously overdone blood decals, you can get a mod to make it look better.
Call of the Beastmen, Warriors of Chaos, Realm of the Wood Elves, Norsca - widely considered to have bad and outdated campaigns and rosters, niche specialist buys for die hard fans.

Belegar / Skarsnik(King / Warlord) >> Ghorst / Volkmar(Grave / Grim)
For Total Warhammer 2:

If so, and your already know you're into it, and you can swing it, getting all is a great option too (especially on sale).
That way you can dive right into ME, with all the fixins', right off the bat. This, to me, is pretty much the definitive experience of the game. Even with well over 1,000 hrs into it, I wouldn't hesitate to buy it all over again.
VC easily the worst dlc ever made.

Tomb Kings are almost universally recommended, and Prophet and the Warlock is my personal favourite lord pack.
