I've played High Elves, Dark Elves and Tomb Kings and none of those require a secondary building to recruit a unit.
In the end it all boils down to the same, despite the difference in race.
You can have one building in minor settlement, other one in major. But they need to be in the same province. After that you can hire this unit from any settlement in this province.
Just to clarify terms:
Region - minor or major settlement with surrounding area limited by borders.
Province - a set of regions (one with major setlement, 0 or more minor ones) after capturing all of which you gain access to province commandments.
All local recruitment is always based on all buildings that are available in the province while several Provinces don't interract with each other building wise (except geomantic web for lizardmen). So having same type of recruitment building in several regions in the same province is not recommended (unless you need this to reduce global recruitment times), units that require several buildings may have them in different regions in the same province.
I was sure the HE required some forge thingy to get Phoenix Guard and Swordmasters.... oh well. Or is that just me playing with SFO so much I've lost track of vanilla?
As others have said, you'll need them in the same province.
