Gray market resellers though *could* be revoked.
Could in, the chance is there. Some cry cause it happened, some claim it never happened.
Everyone has to decide by themselves, but just to give the full picture, those stores usually for their keys from either shady methods (credit card frauds, opened offline packages etc) or using pricing differences across countries/sales/giveaways.
In any case, CA will not get any money from those keys usually, should you care for that.
- You should be careful who you buy from, as others have pointed out. Take note that just because a key works doesn't mean it's legit. CA could revoke a key at any point if they deem it obtained in an illegitimate way.
Also, one of the best places to pick up the game/dlcs is humble bundle. They sell these games cheap at least once a year. It'd be a good place to watch if you choose to wait.

I don't doubt that I'll get WH1 from this. What I don't want to deal with is compatibility issues when dealing with the steam client, at least when it comes to accessing mortal empires from wh2, which I got directly from steam.

So no, this is NOT an official with CA/Sega affiliate store.
The origin of their keys is as I described. Sometimes outright illegal, sometimes those keys just were never intented to be resold.
If you are in doubt, just make a quick google search about those websites. I will not moralize, you can make your own decision.
Just note that only cause some Youtube guys are recommending the site, that doesn't mean anything. Those guys are reliant on advertising money, so anything any youtuber advertises I would take with a grain of salt.
Right now though my wallet can't justify about $120 through steam for an older game sadly :(.
You DO NOT have to download game 1 at all to play mortal empires. I know this for a fact as i dont have warhammer one installed and i deleted it shortly before warhammer 2's release. You might have to launch warhammer 1 once, but you dont need it to be installed.
