Just like how they are in real life lol. Even "primitive" WW1 artillery could flatten miles of battlefield. It's perfectly fair.
The AI always knows what unit is being shot at and will try to dodge. (You know, like real combat soldiers know to do in real artillery strikes, because they can always tell by the angles of those barrels, rails or tubes in the distance exactly who is being targeted.)
Because the Helstorm rocket batteries are wonderfully inaccurate, often the AI units dodge right into their impacts.
And artillery is not really a big deal in this game anyhow. A player can dominate the battlefield with zero arty if the other units are up to par and used properly. Many PVP tourneys feature no artillery pieces recruited by either player.
Even more OP, get a Vanguard flying unit, place it in the corners of his side of the map (especially if there are trees there) and wait for his army to move out (set your army back) the artillery will be much slower, wait for the gap, and attack with flying unit. Bam no more problem.
So, I forgot to give some info : I play mostly on legendary, I have way over 2k hours of play, I rarely play chaos on TWWH2, I hate ingame cheese, the rocket battery is not the only thing broken, but it's the most annoying one imo (with exception to the laughable AI tactics & decisions).
I could also rant about HE, but I got used to fight almost every single battle against them (when I have no reinforcments available).

You still havent said how they are broken. So how are they broken? From our pov they seem to work like they are intended to
My tactic is pretty much just send my flying units in and change their direction as soon as the rockets fire and they will always miss to their travel time. It's not hard but in order to waste their entire ammo you gotta do it for like what? 20 times? 30? If it's the only battle you do it in, it's not bad at all.... but in the late game... you gotta do this 3/4/5 times with lightning strike as their stacks approach your cities. Does get repetitive tbh.
Unless you're bringing nothing but Chosen, rocket batteries are not going to be a issue. Really a single hound unit can clear so many Helstorm without barely taking damage.
Because your original post says nothing other then player skill level issues.
It has the highest base range sure. This part of your OP is correct. They're not precise. Helstorm are the literal only artillery unit ingame that keeps shooting itself. Not even poison wind mortars do that. Their damage isn't that crazy.
I pity anyone who suffers such a deficit with their sense of humor. Must be a miserable existence.
