Usually - no. But in this case - yes. After update is complete game would be around 85 GB
To be precise, you need enopugh space on disk as biggest file of the game updated is sized. + a tad extra. In case of TWW2 it would be around 16 GB, IIRC. But less space you have - slower process would be and chance of error increases.
Also note that, in this case, the extra files you're downloading can be removed after.
Also in this updates case, the game gets ~20gb bigger.

edit in if you have all the dlc some of the content in tww2 is from tww1. just a reminder if you havent done both updates for a potential fix that may or may not even be relevant.
i have 1.8 tb free on the f drive where i put it. its a 5tb ssd and 90% of it or more is steam. i deleted most if not all of the blizzard stuff i had had on it. i waited for it to say 100% before queing other updates that need to be done.
on an important and slightly unrelated not its over 2 terabytes. honestly ♥♥♥♥ windows. i installed halo wars 2 thinking it would put the windows files with windows and the windows harddrive... ya. no. im gonna have to get a new 5 terabyte hardrive and reformat this one to remove random now junk windows files that i cant access even after uninstalling halo wars 2 so i can reinstall it somewhere else that isnt my steam hard drive.
i don't understand your issue. You do know the first game does not need to be installed right?
