It is. Racks a ton of kills in Sieges when the enemy blobs up. Specially good since you can just chuck your cheap skeletons at them. But wind of death is wind of death. Most high damage spells are very unpredictable. Wind of death is a perfectly controllable spell that wrecks everything.
I'd rather have a generic vampire lord that's shielded, has full vampire magic lore, and isn't as weak in a scrap.
Just bring a necromancer with you to cast wind of death. They get corpse cart mounts, so they are worth it anyway.
I personally like discounting the normal nehek to... I believe 3 magic. With the low cooldown you can just keep spamming it, and everytime you do it heals the unit, heals everyone, and increases power recharge rate x2.
I will agree no wind of death is disappointing, but I guess it would make this lord a no-brainer.
Danse macabre is incredibly cheap and triggers your passives. I know positioning can be tricky, but you can also summon cheap zombie units to control the engagement - if the enemy is waiting for you to come closer, you can absorb a lot of fire (and ammo) by throwing completely expendable zombie units at them while the necromancer is using the summoned meatshield to line up a wind of death.
But honestly I've considered 2 necromancers as well. It's just that to me, the corpse cart is incredibly valuable. Stacking unholy lodstone, master of dead and mortis engine regen ontop of each other is just such a huge amount of free AOE healing that it's hard to overstate its usefulness. So when I bring 2 necromancers, I usually just put both on corpse carts.
