Actually it's much faster to get the +1 Captain limit from your fleet building than from settlement building. If you rush crew growth on your main fleet (And you absolutely should, it's just better than any other initial build) you'll get a tier 5 main ship building LONG before you ever get a tier five settlement in order to build the port.

1. You can get them through tier 3 ports, but I'm not sure this gives you an increase in the number of heros for the number of ports as mentioned above, but I could be wrong here since several people have pointed this out above (I probably just didnt' notice).

2. You can pick the cove type that increases your number of maximum heros.

3. There is an upgrade available only on the Lords that have ship building mechanics (your starting faction lord and the ones you get through research) that will increase your number of available heros.

These are the only ones I am aware of.
You will obviously get the first one through step 1 since it will occur quickly.
The second subsequent you will probably get through step 2 although it shouldn't be your first cove type you build in my opinion.
The last way would usually be #3 in my play throughs, since it takes a long time to grow your ships, and the building that gives this upgrade was not in my priority list when I have played in ME campaign.

"little red building" like im supposed to see that and it didnt say that they could build ones from what ive seen so idk man

He's got a point. This question could have been solved by checking the page covered in all the VC units. Click on a settlement, then choose the building tree browser or whatever it's called. Has every unit with info.

Same for every other race as well.

The cove buildings only increase the limits on Gunnery Wights and Mourngul Haunters. They do NOT increase the cap on Vampire Fleet Captains.

On a total tangent, it's worth noting that VCoast has one of the best hero lineups. Absolutely all of them are indispensible in an army.
