Can't Download Free Content (Solved)

First off I have Total Warhammer I and Total Warhammer II installed on Steam. Unfortunately I cannot seem to access Mortal Empires or any of the other free dlc. I have tried verifying the install files. I have tried starting Steam as admin. I have tried clicking download and letting the launcher load up. None of these have worked. I would really like to access this free content yet at present I am unsure how to do it. Can anyone help me with this issue please?

I do not have your answer as I have not seen this. Someone else might.

In the meantime, top of steam, click help, click steam support, choose for a game, choose Warhammer 2, make your report and make sure you have a screenshot to also send showing no ME option to select.

I also have this issue. Launches the game. Asks to download dlc, loops into a window telling you to install steam.

first off, you dont need to have warhammer 1 downloaded to play ME on 2. just owning it in your steam library is enough.

second, i had some similar issues. try downloading from both in game and on the steam store, if not contact customer support i suppose.

Near as I can recall it is necessary to activate with steam on...

It's probably not helpful for me to say you have to exit Steam and restart it but did you try that? Sorry I'm dumb. Just what I know.

You would be honestly amazed at all the problems that simple thing does. no one thinks about it because they just turned it on

So apparently what I needed to do was restart my computer. I turned it back on and then the method of downloading each Free DLC manually from the Steam App and then starting the game from the launcher and letting it get to the title screen. I had to do that individually with each free pack that I wanted. Its stupid, but it worked and so I no longer have an issue. I appreciate all of you who commented in an attempt to help.
