What location is it?
I'm successfully solving all of them except this obscure one.
I tried such obvious options as digging around Eagle Gate but that didn't help.

once you have "Zoomed to location" Dimiss the tooltip and look for a man-made (elf made) Monument. - a Building as part of the scenery - not a settlement.
