Yeah, starting out at Skavenblight, a single settlement province with ten slots surrounded by weak minor lords, really helps the tall playstyle.
Mazdamundi to a point (2 first provinces built up will support multiple armies easy, takes a while tho)

TK simply dont have the infrastructure to play tall due to unit caps.
Wood elves are a good tall faction.
Dare I say Hordes are a good choice?
I guess with Cylostra you could abandon your home settlement and head for a more manageable starting province. But Luthor definitely needs to keep his Awakening capital and that whole province.
TK are a hybrid or tall and wide, its all about the tech timings.
