So, basically I would not expect DLC for DLC during the remaining game#2 time. Which might open up the gates for game#3 then.

Tomb kings are humans from a past civilization that Nagash cursed. They are undeads with free will and before the End Times and all the "I became a god" thing, Nagash had no way to control them just like he couldn't force vampires to obey him.
As such the only undead serving Nahash are mostly puppets with no will just like the VC. That's why TK have bowmen and not VC. A zombie can't be taught how to master and maintain a bow. Nehekarians while dead still recalls stuff of their past lives and still have some basic intelligence.
About vampire coast, in TT they had abysmal accuracy and would hurt themselves as much as the enemy with their guns. Because zombies aren't great for this. In TWW2 they are overpowered because they lack the missfire thing. A line of 160 guns at point blank range will hit a lot due to TWW engine mecanics. In TT, only 1/6 shots would hit, and 1/6 would kill the gunner.
This was a funny gimmic army but nothing too strong.
This would be more a thing with the Skaven than Vcoast though. Considering Skaven technology, while miles ahead of the rest due to the warpstone, is also inherently unstable, due to the warpstone.
Nagash' Great Ritual was prevented by the spells and incantations of the Mortuary Cult on the tombs of the kings, princes and nobles of Nehekhara. If it wasn't for those spells and incantations the undead raised by Nagash in Nehekhara would've been under his spell aswell.
