There are two reasons why your Grey Seer got so many kills.
1. The Horned Rat spell is quite powerful.
2. When you win an offensive settlement battle, all the losers die and their deaths get split across as kills by all your units. However, some units get more kills because of how the game calculates it i.e cheap trash like Skavenslaves won't get much kills. Since your Grey Seer is the only unit in that army that can decently put up a fight; the survivors were calculated to have died by your Grey Seer's hands instead of the useless Skavenslaves.
I've gotten 800 kills in 1 cast with winds of death, and that was vs high tier wood elves.
Ruins in a siege battle could easily get that many kills too. Probably a bit less vs peasants, but warp lightning is better vs armor so it does better vs high tier infantry.
Bright wizards with burning skull or a vc with winds of death also rack up kills.
