Also, they said that about the Jabberslythe back before they added the manticore to the game. Now that we've got the manticore, they could probably use it's skeleton and some of the animations to make the Jabberslythe. The Beastmen need a lot of love anyway, so it'd be a good addition to their roster.
Frankly the Beastmen roster needs all the help it can get.

Manticore's been in the game since launch, it was a mount for Chaos Lords, Chaos Sorcerer lords, Exalted Heroes and Chaos Socerers before it was added as a recruitable unit a bit down the line.
Weird. I didn't think they were added until Norsca, but then again I've barely played Chaos so ¯\_(ツ)_/¯.
But you're right. 3 turns is bad. They lose to a lot of other infantry and somehow they need 3 turns to recruit? Even Shades and Kroxigors take two turns to recruit, yet they outperform the bestigors.
