So i'd personally recommend starting out with the base game and FLC (Free DLC) and perhaps consider Lizardmen DLC at the next sale.
TikTaqTo is free-lc and my favorite Lizardman Legendary Lord,
The Prophet and the Warlock DLC gives you Tehenhuain, I dont care for him personally but others think he's fun.,
Hunter and the Beast DLC gives Nakai, the only horde style Lizardman,
and lastly Silencer and Fury DLC gives Oxyotl, a fun Lord for Lizardmen.
Gorrok and TicTaq are MUST HAVES, they're free and both very good in game.
I personaly dont give a ♥♥♥♥ about Tehenhuain
Oxyotl is a unique playstyle with a unique lord.
Nakai himself is a beast in battle, but his campaign kinda sucks, so 50/50 on that.
1. Warhammer 1
----By far the best bang for your buck here. You get world 1 races(minus DLC) plus mortal empires map. WORTH
2. Prophet and the Warlock
----You get the best Skaven
3. Tomb Kings
---- Add new mechanics with an Egyptian theme. They are heavy on big constructs and bones....lots and lots of bones.....
I'll second this.
Lizardmen have always been the 'second half' of all their DLC, none stand out for helping them, The Hunter and Beast helps them the most, but it's best for the empire side, you'd be getting the DLC mainly for getting the units since Nakai is a bit janky.
The Prophet and the Warlock is widely considered the best DLC, and helps add to their roster too, but it's mainly wanted for Skaven.
If Lizardmen are your jam, you don't need any DLC, and I'd advise just getting Warhammer 1 for mortal empires, and download all the FLC.
That said, if you get into the game, and want to get some of the DLC to add some spice, none are truly 'bad', just better or worse value for money, so more about how much time you spend playing, and how much you are willing to spend on discretionary purchases.
