If you wish to focus on a strong skink based army, he's the lord to go. His sacrifise system works wonders. Skinks in his army are crazy strong.
Not to mention, there's some banners only he can get with the sacrifise system which are just broken strong. +30% wardsave or +30% weapon strength and +20 Armor piercing damage, yes that last one has BOTH the weapon strength and flat armor piercing bonus.
In his army, even generic skink coherts, without javelin, can out last and out kill Chosen with Great weapons.
Get passed his start on the Vortex map. (which to me is the hardest start in game) and he just gets so strong.
Edit: And yes, let's not forget what Brownacs said. His fanatic buff line just overbuffs Skinks that would make Grom goblins feel inadequate.
Tehen does give skinks quiet a big boost and overall army boost is definitely better, but if we are talking about skink skink everywhere game play oxyatal is the best hands down.
Now if only we have a special skaven lord that buffs only skaven slaves for an....interesting....skaven slaves campaign. Like, you known...make skaven slave explode and something like that...
