Sanctum of Quintex
Hello

So Im playing as Cult of pleasure and noticed that the Sanctum of Quintex landmark says this: Public order: -90% penalty due to presence or lack of corruption.

What does this mean? Is this good for me because I have 100% corruption? Is it bad because I have 100% corruption?

It is good for you, it means that if your faction would suffer a penalty to public order because of corruption, then this structure reduces that penalty. It helps with blocking the effects of skaven and vampire corruption for your faction in particular.

Means you won't have as much order penalty for not having enough corruption.

Ooooooh, okay, thanks guys! And Im assuming that if I were to have that as a faction that does not want any corruption at all, it would mean corruption is 90% less effective? :)

Yes. It works for factions, that rely on corruption, to need less corruption to be happy and for factions, that rely on "untainted corruption", or lack of "evil corruption", to be happy, despite having a Chaos Portal next door.
