I think he's joking. You can play SFO on whatever difficulty you want. It's slightly harder than the base game (esp. when first getting started), so use that to guide your decision.
What i've notices is that there's almost no anti-player focus by the AI in SFO plus it gives more tools (more mechanics, skills, etc...), which eventually make the game easier if you already know how to play vanilla (it gets some time to get used to SFO's philosophy, but is not by any means hard).
But still, SFO work with any difficulty.
The only conditions it put is to be played specifically on campaign (aka no PvP battle) and with ultra unit scale, but that's written in big letters on it's workshop page.
It would also affect Puppets of Chaos if they were still a thing, since the last major update (Twisted and Twilight) CA rewrote the complete invasion script and among some good and some terrible changes removed all other Chaos spawn factions aside WoC, Warherd of chaos and Bjornlings (lategame invasions).
SFO did not change that, it just took over the vanilla changes there (but added their own units and roster changes to the chaos factions).
My last 2 ME campaigns I just turned them off. Once you've fought them a few times, it becomes kind of routine and completely messes up the map. If you're in the north, it adds challenge, but if you're reasonably south it actually tends to make the game easier since you get free diplomacy points with a bunch of factions and your enemies are taking the brunt of the invasion.
