If you get reinforcement you might have to wait until all units have shown up because there have plenty of times when they just shuffle the deck around if you have moved them around.
The order of the cards dictates their order of entry when they're reinforcements. This is important when you have 3 armies on your side, because the cards at the end of each army will be the last ones entering - and artillery (the stuff that's more useful at the start) is always at the end.
Its infuriatingly overlooked feature that i suspect has been withheld from us on purpose.
(i honestly cant imagine any of the QA and developers of the game, playing it and not once found that it doesnt make sense and being frustrated by lack of control of their own armies.)
