Inside an army they can be more annoying.
The cheats are actually making it play worse at the start of the campaign(situational speaking), all factions which start with one/two settlements(minus nine slot and good campaign flow, why you ask? well its because the AI generates more stacks then it knows it can fill, the hiring of mass agents so early it also to its detriment it should just be every faction is the same, agents start at T3 for +1 recruitment.
If the building slot allocation was sorted the AI wouldn't need half that growth bonus it could be slashed, seven slots are old residue left over from warhammer 1. CA need to release a opt in patch like they did awhile ago, where they make alterations to seven slot capitals among other things as well.
