Spearmen with shields tend to be better. Their role is holding the line against infantry and some large units or calvary. They aren't meant as the role for damage dealing.
You should be focusing on artillery and ranged units (at least non-SFO)
Both have the same melee defense, but halberds have more melee attack, and crucially, are far better against armor. A lot of cavalry and monsters have a good bit of armor on them, and spears will do little more than tickle them. Plus, if there's no cavalry or monsters in the enemy army (or they've been killed and are no longer an issue) you can just send the halberds into the fray to help against the enemy's infantry and they'll still do reasonable work.
Funny enough as someone who doesn't play Empire often I learned the hard way playing as Throgg that halberds are actually a threat. With an army of trolls I can pretty much roll over spearmen but halberds can be a problem if monstrous infantry gets stuck in them.
I should also mention that the Elector Count variant of shielded Spearmen is quite a lot better than the base one.
Honestly you should be tying up enemy ranged units regardless and not let them eat arrows all day, but they're likely to take more damage on approach even when doing that.
