But i believe that they always fire their arrows at the same angle (if they indeed are the same unit).
So i'd say that the situation you are describing its most likely a matter of the units distance from the wall and the units distance from the target (also, if the target is on the same elevation as the unit or not).
From my experience: If you are trying to hit units upon a wall with a unit that arc's its shots it tends to work best if you have as much distance as you can. Being able to put the units on a hill is ideal if possible.
The units are already auto-selecting the best angle for hitting the actual target they're trying to shoot, but look at the more detailed stats on https://twwstats.com/unitscards : every unit has a 'total accuracy' and will deliberately miss with some shots in order to stay under that.
Every wondered why shots from close range don't seem to hit more than from a distance? That's why. No, it was not always like that: it's a modern Total War thing, where rather than setting clear rules and letting things run their course, the designers have to dictate everything that happens.
Edit: Also, whilst there's always been a threshold for the number of shots allowed to be blocked by objects or terrain and still enable shots to be fired as long as they hit some targets: it's been turned way up if your own units are blocking so friendly-fire is almost impossible(a complaint of Skaven-lovers) but hitting objects with virtually 100% of missiles is clear.
It's why the Wood Elves 'bonus in forest' was such a mess and CA only 'solved' that by making it so missiles ignore trees for the first few seconds of flight, so basically magic. They don't have the design talent any more to find a better solution than that. Use less trees in forests? Nope. Give WE missile infantry a dispersed formation and make them more choosy about firing between trees? Nope. Implement a 'woodland archery' firing drill where they fire into open space and winds curve the arrows? That would look cool, but no; that would seem like magic.
So let's instead make arrows phase through trees, because this is fantasy and therefore anything can happen, because magic and stuff.
