The AI quite literally follows a different set of rules than the player.
The campaign difficulty pointers are almost all in the campaign variables tables and difficulty handicap tables in the data.pack within the data folder.
On the wiki and several other places on the web you also find the exact details about them.
On normal the AI gets -50% construction costs, 60 growth in all cities, and -30% recruitment costs.
On Legendary the AI gets -80% construction costs, 125 growth in all cities, -70% recruitment costs, -20% upkeep costs.
Theres alot more bonuses the AI gets, but those are why they can get high tier armies pretty fast, its cheap for the AI to build up cities and they grow faster.
On high difficulty AI would have upper hand by having better PO. And better PO means more growth.
If she holds all the land around her Forest and built the right things the growth in that city could be quite high even without the AI buffs.
For Empire - I try to get my main to T3 before turn 20 and to T4 before turn 40 so I'll have access to great cannons, handgunners, outriders, halberdiers and/or demigryphs w halberds to hard counter most of the big monsters the delves, welves and greenskins can throw at me.
What're you having trouble with OP? Empire is fairly tough especially now with Rakarth to the west, Skullsmarsherz and possibly Clan Skryre to the south, and VCs and Drycha to the east.
1 thing that player can abuse is that AI CANT DISBAND a unit. Do you know what that means? If a skaven like Eshin just slave spam. Dont kill them just push them back and their more elite unit will not come out.
So AI cheat but player can cheat 10x worse.

She gets to build the Moonstone Clearing in level 3 settlements...Moonstone Clearings are the recruitment buildings needed for...Malevolent Treeman- Rather easy to spam Treeman as Drycha.
She gets to build the Dragon Lair in level 3 settlements/cities... Dragon Lairs are the recruitment buildings needed for-wait for it- Forest Dragons........- rather easy (but why,ya got treeman) to spam Forest Dragons.
Drycha does not need level/tier 5 settlements to recruit Malevolent Treeman or Forest Dragons- She has slightly different buildings than other Wild Elf factions.

The AI gets buffs that you dont. Its CA's way of not making actually competent AI.
