In which case a health warning applies: everyone has a different idea of what is meant by 'balance'. Whether Duck is aware of this, given the terse answer, I don't know.
On a minor note, one poster in that thread points out the unit tables, which you can find at twwstats.com and which suggest Duck is incorrect. The most relevant table is key-values for the unit ability scaling rules, which sets the '1' value at ultra scale. This affects all abilities which do direct damage.
However, it might be the case that 1 is simply the highest value this KV table can accommodate, or without producing weird effects in-game, so it simply makes sense that the highest scale setting has to use it. I'd take Duck at his word, but we just don't know what he means by 'balance'.
