On second question - yes and no. In fight sisters themsleves and WE in general are strong and, imo, stronger than any other race in campaigh. But. THey cant expand and defend territory as effective as other races, so this keps em in balance. Ofc players can surpass it (although it is not as easy on lege due to supply line. You cant be everywhere with so little armies), yet it adds up to a challange. As single fighter i would say that sitsters are top fighter atm.
I don't think it adds up like that, I believe the formula for resistance is multiplicative, so it would be 50% + 15% of the remaining 50% (i.e. 7.5%) and then 25% of the remaining 42.5% (i.e. 10.5%) giving a resistance of 68% rather than 90%.
They're still stupidly resistant, In a fight it ended up being 8 darkshards against some very high level sisters and they absolutely trashed them. AP doesn't mean much when they're stacking up the res like that.
THe hawk riders are strong in my experience, but not as great as i had hoped. THey can actually lose in missile engagements vs powerful missile armies. In some cases I found waywatchers and starfire shafts actually do better damage.
Why would you fight like that? Just wipe army by ability. And then clear rest with sisters themselves.
Hawkriders as a unit are horribly overpriced and weak. The thing that makes them so strong with the sisters, is their ability. Which does crazy damage to groups of infantry. A single cast of 1 hawkrider, can kill 4 stacks of infantry from 100% to 10% in 1 cast if you get lucky, when they're clumped.
But normal combat wise, they're the weakest unit in Welf roster, better at being used as weak flying shock cav, then as missile units.
Edit: Sisters just themselves are not overpowerd. Not even close, what they can do a vast majority of other lords can. It's just the combination of a rather strong campaign lord, with a extreemly strong campaign ability given to rank and file units AND a legendary hero that's strong. Combined with this, they're a strong faction in the player hands.
Drycha to me feels stronger still.

It's not as vague as an assumption, it's based on a lot of reading up on it however I don't have any definitive proof to point you to. The post you refer to is indicating that Ward Save stacks with Ward Save, which is true. I'm saying that Ward save doesn't directly stack with physical res and missile res. This is why I tend to try to load my heroes up with as much of one type of res (physical or ward save) rather than with a mixture.
That said, Legend posted a similar point to yours the other day claiming that an arcane pheonix stack had 89% res based on the summation of the physical and ward save, so I'm not certain.
EDIT: Further reading indicates I'm wrong.
One of the 5 t2 wardancer I had in the army for the final battle tanked by itself a combined charge of Goritch, a Hellpit Abomination and a mutated rat ogre (sent some help to kill them but they tied them down from start to finish), then tanked some missile and other stuff, and they were still above 70% hp by the end of the full battle.
Literally unfazed. Treemen ? Dragons? Hawks? missile units? hah. Who needs that when your wardancers are unkillable and armour piercing anyway?

wood elves are right now very op and ai make a lot of micromanagement in combat.WE is not a faction oriented to range combat, is a faction good at everything. nice is that WE sisters go to attack DE right when chaos invasion begin and they become a very expansionist faction.
But the recent patch make the WE other than sister of twilight to be less aggressive. There are times WE slaughter all of the Brettonia and TK in the past. CA make them to be more defensive now.
