The rockets are definitely the most dangerous part of Empire. You will want to take them out or close in to the infantry line so they cause friendly fire.
Stuff like vanguard deployment is super helpful. Monsters and monstrous infantry are also less vulnerable to rockets.
With that said, doomstacks work against the Empire just as they work against other factions. The type of doomstack will obviously depend on your faction but it will typically involve spamming a specific single entity unit or a lord spam. Of course you can go 1 man army with a suited legendary lord and the Sword of Khaine, once you have 90% ward save and regen on a strong enough lord, preferably with perfect vigor too, it will take a heck of a lot of Empire to bring you down. But that's just 1 army and only a handful of legendary lords are truly up to this task, and of them not all their factions can handle the Sword of Khaine's penalties on VH and legendary difficulties.
It might count, but I'm not sure it counts if you count Counts.
Then go to Nuln and raze it to the ground as well.
Then go to Marienburg and yep, same thing.
Then Couronne because they will be your next pain-in-the-behind.
Then consider capturing any of these faction capitals (Altdorf, Couronne etc) if they get resettled, to prevent enemy faction leaders from respawning at random (they do that). Make sure you do the sacking/razing first, instead of capturing right away, because you need to sit around and wait for public order to settle down.
I usually chain-sack a city to level up my lords and heroes until rebels pop up, then I let the rebels take the city. Also gives me a chance to kill Karl Franz with multiple lords so they get good traits from killing him.
Tactically speaking, focus your attacks on destroying primarily enemy missile attacks and artillery. air support and missiles are useful for this. Then kill their cavalry as well. melee Infantry aren't much of a threat mostly and can be killed afterwards. if you are playing an undead faction or have ethereal units the empire struggles with these quite a bit as they don't have many magical attack units that can actually hurt them. They also inflict terror and fear which can wreck empire formations and morale.
If you are tired of the empire taking their land back off you then abandon the settlements that you take from them. I usually hold these settlements to recruit more troops, however.
