So was trying my first game with the new Beastmen as Taurox and Clan Rictus offered me a trade pact. Is this an oversight that Beastmen can apparently trade with other people?

Probably an oversight, there was never any reason to forbid beastmen from trading as they couldn't hold land but now they can erect herdstones which can have ports.
