Why I can't download the free dlc?

I try to download in Steam, it take me into Steam web version. I login, but still doesn't work.
I go into the game and try to download, but it takes me into official website. As a result, I still can't download the dlc?
I fell really annoyed about this part, why download part need so many transition?

Which ones. You're probably talking about the ones in total war access.

Since I see that you yourself dont own the game, I can also say something on this.
For whatever reason I cant install free-LC at all (apart from mortal empires) because of family share. I can still play the game but all FLC is locked and not downloadable.
Doesnt matter if its from Total war access(gotrek&felix) or steam(tretch craventail/Imrik).

second, I asked this question when I own this game. When I found this game has lots of troubles on downloading dlc problems, I lost the confidence of this game. I would like to go back play another version total war

The only issues usually arise with people being confused about Mortal Empires or those FLC the require a TW Access account.

Personally I never had any issues whatsoever with downloading any FLC and the threads about issues are over 90% because of the above misconceptions.

when I share my game with my another steam account, why is the numbers of DLCs decreasing from 41 to 39? I checked them one by one but I could not find which one is missing

Very likely Mortal Empires as well since this requires the first game also, and no idea how sharing the game works but since the first won't be shared that way it will get disabled.

Should be easy to check though. That or Blood dlc since it's available twice basically

Mortal Empires can be shared, but not the other WH2 FLC lords.

I download it all through the steam or https://dashboard.totalwar.com/
but Mortal Empires is really mystery...
Steam send me to https://dashboard.totalwar.com/ and when I click on Steam button in Choose Platform after short loading it write to me: "does not own required app"
Same problem when I try it in game.
Some tips how solve it? THX

Just to make very sure, you do own the first game as well? ME requires both TW Warhammer 2 AND TW Warhammer 1 (no offense, just to check).

Aside of that, I didn't need to use the dashboard, instead I just used the steam client and opened ME (https://store.steampowered.com/app/617810/Total_War_WARHAMMER_II__Mortal_Empires/) there.

If it's not working, restart the PC and then try again within the steam client.
