They get nice early access to the Skaven Weapon Teams units.
Overwhelming the enemy with firepower is one reliable way of winning with the Skaven.
And if guns aren't enough, drop a nuke.

I love Ikit Claw. He's the best big-brained Skaven of them all.
My suggestion would be Clan Mors(Queek Headtaker). Clan Rictus(Tretch Craventail) could also work. Mors, interestingly enough, is also marked as "beginner choice" just like Tyrion, Malekith etc are. While focus on melee...eh...but both of them are a good choice. Mors has easier start, imo. Also, the thing with both Mors and Rictus, Mors especially, is that you don't really have to worry about Leadership(morale) and Loyalty. Leading to stress free beginner gameplay. Other choices require specialization and fancy thinking. Mors is by far the simplest, here, some mods:

No, for a BEGINNER? Are you mad? Which one's easier:
1. Spam Stormvermin and use Rat Ogres + (something ranged) ; everything's Tanky(and resistant to routs due to Encourage)
2. Micro Death Runners and Triads SEPARATELY, micro Slingers, use an Eshin Sorcerer...everything's Squishy and micro intensive
Sure, Eshin is (much) more powerful, but also much, much more complicated. But for a beginner, I advise Mors. Definitely Mors ; Rictus and Skryre are also possibilities, but trailing behind.
...sure, whatever. In larger battles(like the final battle etc), they will run out of ammo(non Slinger variant can hit in 360, but also have at least 33% LESS ammo and shorter range) and end up useless. Death Runners, Triads, Slingers, Sorcerer(s) and Snikch are what sets Eshin apart...those are REALLY efficient IF used properly. Skirmishers are also good, but don't do that, a person's gonna end up hurting in the end.
Moulder beasts are pretty easy to understand, you send them in melee n let them do their thing and on occassion you pull them out to cycle charge.
The Growth Vat allows you to get higher tier units like Broodhorrors, Mutant Ratogres and Hellpit Aboms incredibly fast.
Then there's the Fleshlab that allows you to further improve all of your units and push them to strenghts that even Ikit can't achieve (Even if its on a per unit basis compared to Ikits faction wide boosts). Also with the Lab you can improve specific units you want to try out n just observe them in battle. Yes they'll overperform compared to all the other clans but again it helps learning a units role a little bit.
Next there's Throt himself. He might not be Ikit in terms of combat power but he'll still perform really well in the early game since he starts with Regen what keeps him in combat much longer and once he gets that Broodhorror mount he can zip around the battlefield to either harass backline or go toe to toe with any large monsters your enemy may bring (What likely will happen cause norsca will fight you sooner or later).
Finally in ME Throt has a pretty comfy starting position in Hellpit. Top of the Empire near Kislev, you'll mostly fight weak statetroops that your monsters will easily smash, the Kraka Drak Dwarfs that again your earlygame army will likely easily dismantle (Specially if you get to empty the vats for either some Rat Ogres or Broodhorrors), and Norsca who may even serve as an ally (Except Throgg, screw Throgg).
So yeah Moulder might be your best bet for a super easy beginner Skaven faction.

By then all their infantry and cav is dead and you can melee their ranged with gutter runners. They beat late game 40-stacks.
Faction lords have VERY different starting locations and early game difficulties depending on map.
