DE and Skaven mage units are decent as well. Those 4 share the cake of destructive magic with the 2 Vampire races (Counts and Pirates) imo
TK could be seen as magic reliant, too. Next to construct reliance.
I would definitely go with high elves though since they have more lores available than slann.
Lizardmen are almost as good with caster lords, but are a bit weaker with caster heroes.
DE and VC (counts and coast) have solid caster lords and heroes, but dont compare to the HE or lizards.
The skaven have solid casters, but if you are using them like a true caster you have done something wrong in most cases (skaven are oddly unbalanced like that).
The empire has ok casters.
Other factions are far worse, but every faction has at least 1 useful caster type.
This list does NOT include LLs or LHs, because those are all cheaty little buggers.

Also, differently from HE, with WE you can get knowledgeable lords and heroes.
Wilds magic is surprisingly fun for nuking too.
All of the elven factions are also magic-heavy.
