Skaven Economy struggle

Hi, i'm new to TWW in general and i just start a campaign (vanilla because i don't have any DLCs)
when playing as Queek in Vortex Legendary, i really have struggle time with economy,
all i know that once a Warlord reached level 13 he got Ravenous Expansion which boost 2%/4% income all region,

is it really worth it to get a few warlord up there or just take more rank 5 settlement as Skaven

i'm currently setting up 2 under empire, and only build the food building

You are new to TWW and playing the most difficult faction for a newcomer on legendary. Ofcourse you are gonna struggle.

Getting a new warlord will increase your upkeep substantially. (there is a supply line mechanic) So it's not worth it for that income boost. Get another army when you need an army.

Getting new settlements is good. But if you can't defend and keep it then no point of getting it leveled up. Instead sack and raid your enemies for the loot until you are in a better position

Also higher difficulty in this game just means AI gets a lot of buffs and you get some debuffs. It doesn't mean a smarter AI and not exactly worth it. So I would suggest playing on a lower difficulty and learn the gameplay basics and tactics before trying out the higher difficulties.

a few reset of trial and error before i can find my own standing with 3 army
my queek is at level 40 so i am quite comfortable,
my 2nd army is an immortal plague grey seer
i just recruit a recent one with warlord mainly to sacking city so he got up level
both my grey seer and warlord army are skavenslaves btw, so i don't go overboard with mix-match of agents because i want to level them up fast

so i am wonder if the Ravenous Expansion skill worth spend around 30 turn leveling up warlords or not

for my current position, i am still holding my capital with recent confederate with clan molders, the skaven love me for declaring war with lizardmen early one so

I do know my Greyseer can do fine fighting Lizardmen but should i disband all the skaven slaves in my warlord army to save upkeep?

also, one that note i am not well known how to use Under-City, currently i have established 2 Under-City

The slaves matter little for the upkeep. The lord alone costs a lot more, the +15% global upkeep again cost way more than the rest of the slave army.

hmmm, interesting
maybe i should disband my Greyseer and replace him with the warlord instead, since they are good early game caster until you have plague priest
