Some will attempt to determine it based off the number of good vs bad matchups they have, but due to it being subjective opinion at that point they openly state to take it with a grain of salt.
Campaign I don't know.
In campaign there are some factions that definitely have worse or better mechanics than others but it is a largely subjective opinion as to who is the best. Right now I guess beastmen, dwarves, wood elves and chaos have maybe fallen behind the most in terms of powerful campaign mechanics. Woodelves having an amber mechanic which essentially hard caps some of their best units would be an example of this.
Skaven, High elves and dark elves probably have some of the most powerful armies and economy in the game, Lizardmen also have some of the most dangerous doomstacks and elite armies possible as well.
And Empire is probably the most popular faction people play in Mortal Empires because many people see them as the most engaging faction to play as mechanically and tactically.

Campaign in particular is rather hard to "objectively" state anything about as pretty much any faction can hit absolutely broken status with enough cheese.
multiplayer especially battles is trickier. based on unit strength and roster limitations there are factions id expect to do poorly more often than not, but no clear best
Mp is tougher but there are indisputably races that are better off than others. Atm greenskins and coast are widely accepted as op and top tier so to speak.
Vampire Counts can have a "doomstack" by turn 9-10.. (Issabella + 8 vampire heroes.)

Single player campaign:
Skaven. Ambush on attack is just ridiculously OP. There is no defense against that other than ambush defense and the AI usually don't bother with ambush defense stat. Only thing to look out for when playing Skaven is their lords' loyalty, same with DE but Skaven have even more fickle loyalty, at least in my experience.
She's good, Sisters of Avelorn are totally amazing, but every HE faction can recruit those. Honestly, even if you have Handmaiden building at T3, I'm pretty sure you can't build those in minor settlements. And at the start, SoA have such high upkeep that you wouldn't get them over Archers.
Later on, you'll have T4 settlements anyway so you can field SoA easy, but it's not Alarielle-specific.
What is Alarielle-specific is her forest units, which are meh... Tree-Kins can be good, but honestly I'd just roll with Phoenix Guards, or Silverin Guards for Charge Defense Against All.
In fact, I don't know if you'd use Tree-Kins for Alarielle, her own SoA deal fire damage and that's detrimental to her own forest units.
At the moment, Greenskins are also the 'best' in campaign, but only because they're overbuffed. They went from one of the weakest races to one of the strongest. Which is sad, but it's better than a Dawi tide. Or Order tide, which still happens.
