Some say you can rush it asap but for me thats not viable due to higher starting lvl capitals making k8p a t4 settlement start which requires a good army to take from mutinous gits.
You should not have too much trouble from Skarsnik and taking can increase your economy to support higher tier troops.
Yea this, the longer you wait to take 8-peaks the higher the 8-peaks grudge gets. The stronger the grudge gets the worse your public order gets. It's only a matter of time before the rebellions happen unless you take 8-peaks.
However, since that isn’t an issue in the second game, things are a tad different. Depending on the difficulty setting, rushing there with just a bunch of ranged units works as long as you get there intact. Otherwise you can take your time to build up a defensible starting province and push 8P when ready. Just about any type of artillery and a bunch of quarrelers or rangers (preferably with max ammo buffs) can take most any settlement if you cheese the siege AI.

Curious tip: conquer sartosa at south with the starting units. Easy af to defeat them, and is surrounded by allies so you can just make public order+ moneymaker to help you.
