The new DLC gets you the sisters.
If you own neither the original Wood Elves, or the new DLC then you won't be able to play as wood elves, but you'll still get the update, which should change up the game regardless.
You don't. If you own the Realm of the Wood Elves but not the Twisted and the Twilight you will get access to Drycha on ME.
They're exclusively a Mortal Empires faction.
The same reason it's always cost that amount. Because it gives you two LLs and a mini campaign.
You personally may not feel that justifies the price, but it's not like TatT has the exact same content as RotWE plus the Skaven side.
Also it's the dlc providing you the ability to play a race + new units and LL for a race you already have for 10€ that is cheaper than usual, rather than the contrary.
Realm of the wood elves also provides a unique mini campaign if you run wh1.
Not sure why people are fine with paying more for a lower quality dlc. There should really be a sale now.
Drycha isn't part of either DLC, you need to own both to get her so judge that seperately. Realm of the WE only provides two lords, thats actually £7.50 per lord together with all of the associated content.
