With blood off its about 70-90 fps which i still feel is kinda low. All my settings are set to ultra and running 4x fxaa.
Since your GPU is underutilized this indicates the CPU is the bottleneck. And also, most games never can use all cores of modern CPU, multithreading in strategy games is a long-standing issue which mostly is based on architecture and difficulty to program it in a meaningful way. (Which is why for those games, single core speed is more important than many cores).
Got a RTX2060S, 1440p, Ultra no blood, and have 45 fps average on Skaven bench.
Then again, the game is rather demanding but still you should get more
unless its radious breaking the game with new textures or something im honestly clueless
And, like someone else said, could just be that the drivers for your card are new and they're still working out issues.
